This practice is connected to Dzogchen Upadesha and in particular, belongs to Tagdrol Tantra, which Chogyal Namkhai Norbu received from his master, Changchub Dorje. 

The Twenty Five Tigles of the Universe represent the dimension of the wisdom of Samantabhadra, and of the way, this wisdom manifests in all sentient beings.
